An issue can occur with heavier auxiliary motors:
When you tip the auxiliary motor up, and steer the boat in the direction toward the auxiliary motor side, the auxiliary can fall to the outside - away from the main engine.
When you try to steer the boat in the other direction, the weight of the auxiliary motor prevents it from coming back with the main engine, in spite of being connected by the steering rod.

The strain to bring the auxiliary motor back with the main engine can be so high, that it can actually cause the steering rod to separate.
Using a restrictor cord prevents the steering rod from extending so far that the two halves can separate, and prevents the auxiliary motor from locking over to the outside in the first place.
