Online Captain's Licensing courses offer an alternative
to the regular testing process held at the USCG
Regional Exam Centers. Mariners Learning System is an
extraordinary learning tool that incorporates broadcast
quality, on-demand audio lectures, professionally
produced training videos, and integrated online
computer based training. Included with each Mariners
Learning System approved course is 24/7 access to our
online instructors. Upon successful
completion of your course simply submit, within one
year, your application package to a Coast Guard
Regional Exam Center. Upon their review and approval of
your package, they will issue you an original Captain's
License. The videos and audio lectures are
now available Blackberry, Android, iPhone, iPad, Mp3

Captain's License Operator of Uninspected
Passenger Vessels (OUPV/Six-Pack) license allows a
holder to carry up to six paying passengers on
uninspected vessels up to 100 gross tons.
License Requirements The USCG Operator of
Uninspected Passenger Vessels (OUPV/Captain''s) License
allows the holder to carry up to six paying passengers
on uninspected vessels up to 100 gross tons (about
75-90 feet long).. The OUPV License is issued in three
forms: OUPV Inland License, OUPV Great Lakes & Inland
and OUPV Near Coastal OUPV Inland License:
The OUPV Inland license is restricted to operation
shoreward of the boundary line, excluding the Great
Lakes. This license is valid on uninspected vessels to
100 gross tons. - This license requires at least
360 days of documented experience in the operation of
vessels, with 90 of the 360 days occurring in the last
three years. Experience gained prior to 15 years of age
may not be counted. - The OUPV Inland License can
be upgraded to an OUPV Near Coastal License once 90
days experience seaward of the boundary line has been
achieved. OUPV Great Lakes & Inland: 360
total with at least 90 days service on the Great Lakes.
OUPV Near Coastal: This license is valid on
vessels up to 100 gross tons and out to 100 nautical
miles. The OUPV Near Coastal License also requires at
least 360 days of documented experience in the
operation of vessels, 90 of which must be gained
seaward of the boundary line. Ninety of the 360 days
must be in the last three years. Experience gained
prior to the age of 15 will not be counted.
Additional Requirements Include: - Transportation
Workers Identification Credential (TWIC) - Age 18
or over - Physical, drug test and eye exam -
CPR/First Aid training - Completion of Mariners
Learning System USCG-approved OUPV/Six-Pack online
course No testing at the USCG Regional Exam
Centers is necessary. All testing is done at our
facilities. Overview 1.0 Scope
Mariners Learning System OUPV training course is an
instructional resource that combines broadcast quality
audio visual media, workbooks and computer based
training. Any student that completes the course will
have demonstrated their complete and total knowledge of
the information required in Subpart C of Part 10, Title
46, Code of Federal Regulations. The course thoroughly
covers the subjects addressed by Coast Guard exams for
the following licenses: OUPV Inland/Near Coastal/Great
Lakes (Six pack/Charter boat Captain License) 2.0
Objective The goal is to enhance safety and
productivity in the maritime working environment by
instilling the knowledge and skills reflected in the
Coast Guard exam topic table. Students who successfully
complete the course will be awarded a certificate that
will be accepted in lieu of the standard Coast Guard
examination! 3.0 Entry Standards Students
must be able to speak English. 4.0 Instructors
The program has been built so that a student can
directly contact one of our USCG approved staff
instructors via e-mail. In addition complete telephone
support is available through a toll free support system
that is manned by our Coast Guard approved staff
instructors. 5.0 Testing Once the student
completes the course quizzes and online Module Exam
they make an appointment to take their final proctored
exam with Mariners Learning System. No testing at the
Coast Guard Regional Exam Centers. Course
